Franklin man accused of groping fellow care center resident
A Franklin man is accused of groping a disabled woman at a rehabilitation home where they both reside.
Donald Jens Quam, 66, was charged with felony fourth-degree criminal sexual conduct with a mentally impaired victim in Renville County Court.
The criminal complaint says Quam lifted the victim’s shirt and touched her breast without her permission.
Court documents describe the victim as an adult female who is “not self-mobile, is uncommunicative, needs to be fed by staff, uses a wheelchair, and has a significant mental impairment.”
Investigators attempted to interview the victim, but she was non-responsive.
Quam admitted to police he had lifted the woman’s shirt and touched her breast. He told investigators he did it to see if he would get in trouble. Quam said he knew the victim wouldn’t resist or tell him “no,” according to the complaint.
