Sex offender moves to Willmar

The Willmar Police Department has informed the public that a man who has served a sentence of Criminal Sexual Conduct is moving to Willmar. James Stamps, Jr., age 38, was convicted of an offense that requires registration with law enforcement.

Stamps has served his sentence and is transitioning into the community. He has a history of approaching women in public and engaging in and attempting to engage in sexual contact, and has used force and a weapon to gain compliance.
