The following is a summary of the County Board meeting held October 19, 2021.

  • Approved the agenda; October 5th minutes, bills.
  • Approved the Amendment to the MnDOT LBRP Grant Agreement, CSAH 101 Bridge Replacement.
  • Approved the installation of two street lights on CR 24 and MN 67 to be paid from local levy dollars at a estimated cost of $14,000.00.
  • Authorized Sellner to apply for federal funding for street lighting at various County intersections.
  • Approved the Cash Balance Report, Investment Summary, budget reports and September Disbursements.
  • Approved the temporary transfer of $400,000.00 on 9-30-21 from the General Fund to the Building Fund to cash flow the Justice Center until bond proceeds are received.
  • Mumme presented request from LPRWS to utilize ARP funds to invest in the state’s drinking water infrastructure.  Tabled for three months.
  • Garry presented an overview of the Mobilize Broadband Access Project he is working on for Redwood County.
  • Approved an Amendment to the Federal Grant Sub-Recipient Monitoring Policy and Procedure.
  • Kletscher presented the September Jail Population.
  • Approve the Justice Center Change Orders:  Change Order # 003 to Marshall Machine Shop in the amount of $1,500.00, Change Order #001 to Molin Concrete Products in the amount of ($1,500.00), Change Order #003 to Kendell Doors in the amount of $1,139.97, Change Order #004 to RTL Construction in the amount of $1,047.02 and Change Order #001 to Schmidt Construction in the amount of $7,430.00.
  • Approved to transfer $33,827.09 from Unassigned Fund Balance-Early Retirement to Committed Fund Balance Account – Veteran Cemetery.
  • Kletscher presented information on the national opioid settlement.
  • Redrock Rural Water Resolution was tabled to the November 2, 2021 board meeting.
  • Acknowledged the resignation of Maintenance Specialist Kenneth Jensen effective December 26, 2021.
  • Approved the 2022 Health Insurance rates for COBRA participants.
  • Approved to change short term disability carrier to Lincoln Financial with the same rates as 2021.
  • Award County Engineer, Anthony Sellner, 10 years of experience for accrual rates pursuant to County Policy 6.07 effective October 1, 2021.
  • Approve Compensation Study with Bjorklund Compensation Consulting, not to exceed $26,800.00.
  • Approved amended health insurance rates and County Cafeteria contributions by one cent to allow for an even monthly split.
  • Approved amended County Cafeteria Contributions for 2022.
  • Approved funding not to exceed $25,000 to the Springdale 19 Water Retention Project.
  • Board consensus to incorporate the two museum storage buildings into the Historical Society Lease Agreement.
  • Entered into Redwood County Ditch Authority.
  • Approved Findings and Orders for CD #24 as an outlet for draining, filed by Redwood County Highway Department.
  • Appointed Salfer as an alternate for Redwood County Ditch Authority November 18th Joint Ditch Authority meeting with Brown County.
  • Adjourned Ditch Authority and reconvened into Regular Session.
