Minnesota is now in its eighth day of state government shutdown with no apparent movement in budget negotiations as Governor Dayton and Republicans remain deadlocked. The latest volley came Thursday when a special panel called together by former Vice President Walter Mondale and former Governor Arne Carlson suggested a combination of cutting government spending and increasing taxes. Governor Dayton said he respectfully differs with the committee about a temporary income tax surcharge on all Minnesota taxpayers. House Speaker Kurt Zellers called the proposal a "retread of failed tax and spend policies, saying Republicans "will not raise taxes to pay for unsustainable government growth.?
